Krishna makes a statement of arresting honesty: no one, not even for a single moment, can exist without performing action. This is not a command but a description of reality. The very qualities of nature, the gunas, compel every embodied being into activity. Even apparent stillness is a form of action; even deliberate inaction involves the activity of restraint. This verse demolishes the fantasy of escape that sometimes masquerades as spirituality.
The person who says 'I will simply stop acting and thereby avoid karma' is deceiving themselves, because thought, breath, and metabolism are themselves actions. Since action is inescapable, the spiritual question is not whether to act but how to act. Krishna redirects our attention from the impossible goal of non-action to the achievable goal of right action performed with right understanding.
